HSE University and Vietnam National University Sign Cooperation Agreement

On June 20, 2024, the parties exchanged copies of the agreement as part of the state visit of Russian President Vladimir Putin to Vietnam. The ceremony was held in the presence of the leaders of the two countries at the Presidential Palace in Hanoi. Head of the HSE delegation, Vice Rector Victoria Panova, and VNU Rector Le Quan also participated in the event. In addition, HSE University representatives signed a memorandum of understanding and an addendum with the Institute of Mathematics of the Vietnam Academy of Science and Technology.

The cooperation agreement between HSE University and Vietnam National University (VNU) was signed by the university rectors, Nikita Anisimov from HSE University and Le Quan from VNU. Previously, HSE University had agreements with only two departments of VNU, including the VNU University of Social Sciences and Humanities. This agreement was signed in April this year during the visit of Deputy Minister of Education and Training of the Socialist Republic of Vietnam, Hoang Minh Son, to Moscow.

As part of the official visit, a solemn reception in honour of Russian President Vladimir Putin on behalf of the President of Vietnam To Lam was held in the Great Hall of the Presidential Palace in Hanoi on June 20. The Russian leader stated that bilateral cooperation in the field of education continues to develop and will be strengthened by launching new initiatives.

Later, at a meeting with graduates of Soviet and Russian universities at the Hanoi Grand Opera House, Vladimir Putin noted that more than 3,000 Vietnamese citizens are currently studying at Russian universities, and around 75,000 Vietnamese have already studied in our country. ‘We fully intend to further promote student exchange and academic mobility, to launch joint educational projects and university programmes,’ said the president and added that the most promising discoveries are made at the junction of sciences, and that the development of genetics, biology, and theoretical medicine go hand in hand with the development of physics, chemistry, and mathematics. Russia is actively developing artificial intelligence technologies and the nuclear industry, taking a leading position in these areas. ‘I’d like to note that we are actively developing and engaging in the development of artificial intelligence. We have already achieved very good results. We have companies like Yandex and SBER, which certainly take leading positions,’ said the president.

Vladimir Putin added that Russia has allocated a quota of 1,000 state-funded places for the training of Vietnamese citizens in 2025. As Victoria Panova told HSE News Service, over 5,400 international students now study at HSE University campuses, including more than 100 students from Vietnam, who study at state-funded and tuition-paid programmes.

‘At our university, we create conditions that attract talent: we provide grants fully or partially covering tuition fees, and enrol Vietnamese applicants according to the quota of Rossotrudnichestvo, which the President of Russia recently spoke about. At HSE University, international students not only receive the highest quality education in Russian and English at one of the best universities, but also learn more about the culture and traditions of Russia and other countries through integration events and communication with students from different parts of the world,’ said Victoria Panova.

During the official visit, a memorandum of understanding between HSE University and the Institute of Mathematics of the Vietnam Academy of Science and Technology was signed. The two parties also signed an addendum regarding the joint project ‘Flexibility and Computational Methods’ between the Laboratory on Algebraic Transformation Groups at the HSE Faculty of Computer Science and the research team from the VAST Institute of Mathematics. This project won the Competition of Joint Basic Research Projects 'International Academic Cooperation.' At a meeting with partners, Victoria Panova highlighted that HSE is a multidisciplinary university that holds high positions in national and international rankings. She also noted that students of the Faculty of Computer Science this year were among winners at the ICPC World Programming Championship.

‘Leading companies in their industries, including Yandex and SBER, which Vladimir Putin mentioned in his speech to Vietnamese graduates, are partners of HSE University. Thanks to the university’s active work, all students have the opportunity to participate in a wide range of internships and real-case projects. We are developing cooperation with the strongest partners not only in Russia, but also abroad, for example, in the strategically important Asia—Pacific region, Vietnam in particular,’ explained HSE Vice Rector.

In October, the faculty and staff of HSE University-St Petersburg held the HSE International Olympiad and Mathematical Olympiad by HSE University at three schools in Hanoi. The Rector of HSE University Nikita Anisimov and the Chairman of the Academy Châu Văn Minh discussed promising avenues for cooperation in the fields of education and science. The heads of HSE departments presented the opportunities the university provides to international students and researchers.

‘HSE Prep Year Programme Is an Amazing Investment in Your Future’

On July 3, 2024, the International Preparatory Year programme held its graduation ceremony. This academic year, 215 students (150 on state-funded and 65 on fee-paying places) from over 50 countries were enrolled in the programme. Graduates from Nigeria, Sudan, and Vietnam shared their impressions with the HSE News Service. Alexandra Nazarchuk, Director of the International Preparatory Year Programme talked about their achievements and plans for the coming year.

HSE University Takes School Students from Vietnam on Pokrovka Campus Tour

The HSE International Admissions Office organised a guided tour of HSE University's campus on Pokrovsky Bulvar in Moscow for visitors from Vietnam who are studying Russian—a group of 20 students at Thai Nguyen High School for the Gifted and Foreign Language Specialised School, Vietnam National University, participants of the 'Russian Teacher Abroad' international project.

Delegation from Vietnamese Universities Visits HSE University

In April 2024 Deputy Minister of Education and Training of the Socialist Republic of Vietnam Hoang Minh Son and a delegation from top Vietnamese universities visited the HSE Pokrovka campus. The parties discussed prospects for the development of bilateral relations in higher education and identified priority areas for continued partnership.

Thu Trang Pham is a 23-year old HSE University student from Vietnam. She is currently in her fourth year of studies at theFaculty of World Economy and International Relations. In mid-March, 2023, an HSE University delegation led by Vice Rector Victoria Panova visited Vietnam. During the trip, bilateral meetings were held with the Vietnam Ministry of Education and Training. Returning Home to Study Business and Management at HSE

For Hoang Thanh Tung, who recently earned his bachelor’s degree at the Institute of International Languages - Vietnam National University, the decision to pursue a Master’s degree in the Faculty of Business and Management at HSE is in some ways a homecoming. Although coming most recently from Hanoi, Vietnam, he was born in Russia and spent much of his time growing up in the country, living with his parents in both Moscow and Ufa.
